It is a card that combines genuine scarcity, iconic design, the Charizard premium, and a uniqueness of concept that no other card can replicate, and those factors have combined to create one of the most sought-after Charizard cards in the entire hobby
It was, in fact, used on numerous TCGs, such as Jyhad (later Vampire: The Eternal Struggle ) and Netrunner
Cards like these, that let you play as many copies as you want in a deck, are often worth a couple bucks even when printed at common or uncommon
While four of these are exclusive to Collector boosters in the vivid Neon Ink foiling treatment (Aang, Zuko, Katara, and Toph for Air, Fire, Water, and Earthbending respectively), five more neon-less ones can also be found in Play boosters
It does require some support to optimally use such as a Sensei's Divining Top however it is still fine hard cast as a six mana sorcery, it will still do more than Wrath of God would in that it gets round persist, undying, Wurmcoil Engine, Bloodghast etc
